HTML elements will be found on business and entertainment sites first, education sites later. Business sites want to give their users a more attractive layout and a more functional interface, in addition to faster access to database information.

Entertainment sites, meanwhile, will find that dynamic HTML offers a means of designing sites that appeal to their users directly and eliminate lengthy download times for multimedia experiences (entertainment people want the Web to work more like television in this
regard).
Dynamic HTML changes the game. Page styles, including fonts and element positioning, can change on the fly, in order to get the designer's ideas across more actively or tailor a page precisely to a user. Graphic elements can move across the page and animate, morph, or perform other special effects, all at the speed of the client computer, not the server connection.

And most of this happens without lengthy downloads and without consuming a user's disk space, the central problems of browser-based Java and ActiveX applications.
